Program Overview

CASY’s Tobacco Prevention and Cessation Program strengthens Vigo County’s public health through prevention, education, and policy. By empowering youth, supporting families, and promoting cessation, we’re building a community where everyone can breathe easier.

2025 Highlights and Achievements

2025 marked a year of major progress for Vigo County’s public health efforts, particularly in tobacco prevention and cessation. Through partnerships, policy advocacy, and education, CASY’s Tobacco Prevention and Cessation Program helped reduce tobacco-related harm and improve quality of life in our community.

Strengthening Local Policy

Terre Haute City Council passed General Ordinance 16, 2024, limiting youth access and reducing tobacco retailer density. New vape or specialty shops cannot open within 5,000 feet of one another or within 1,000 feet of community spaces such as churches or parks.

Empowering Youth During Red Ribbon Week

Over 800 students pledged to stay tobacco-, alcohol-, and drug-free.

Educating Students with “Catch My Breath”

More than 1,000 youth learned about vaping risks and social pressures, gaining tools to make safer health decisions.

Supporting Families Through Early Education

Workshops with Head Start educated parents on secondhand and thirdhand smoke, promoting smoke-free homes for young children.

Developing Youth Leaders Through VOICE/iLEAD

14 students from five schools built leadership skills and promoted tobacco-free living among peers.

Helping Residents Quit Tobacco

146 referrals made to Quit Now Indiana, connecting residents with free counseling and quit resources.

What We Do

Prevention Education: Partner with K–12 and higher education institutions to teach youth and young adults how to live tobacco-free.

  • Tobacco Quitline Promotion: Collaborate with healthcare providers, employers, and community groups to promote Quit Now Indiana.
  • Outreach: Provide education tailored to disproportionately affected populations, including veterans, minorities, LGBTQ individuals, and people with disabilities.
  • Environmental Change: Advocate for tobacco-free public areas, workplaces, and multi-unit housing.
  • VOICE: Engage and empower youth advocates through Vigo County’s youth-led prevention movement.


Together with our partners and community, CASY continues to advance wellness, equity, and accountability through evidence-based prevention—and create a cleaner, safer Vigo County for all.
